Charleston Garage Door Replacement Permits, 150-MPH Wind Ratings & Historic BAR Rules

What Charleston and Charleston County homeowners need to know about coastal wind-load ratings, building permits, and Board of Architectural Review (BAR) approvals when replacing a garage door.

Why the garage door is a critical structural opening in a hurricane zone

Post-storm engineering assessments consistently identify the residential garage door as the most vulnerable structural opening on a coastal home because of its 8- to 16-foot unsupported span. When hurricane-force gusts or severe thunderstorm downbursts buckle an unreinforced garage door inward (positive pressure) or suck it outward from the jambs (negative suction pressure), wind rushes into the garage bay and creates sudden internal pressurization against the garage ceiling, interior walls, and roof framing.

Because the City of Charleston lies in a coastal high-wind zone, the City's Building Inspections Division requires new and replacement exterior building components — including windows, exterior doors, skylights, and garage doors — to meet a 150 mph wind design speed under current building code rules.

Charleston County & City permit rules and the ASTM E330 / ANSI/DASMA 108 label

Routine mechanical repairs on an existing garage door — such as replacing broken torsion or extension springs, swapping worn rollers or frayed lift cables, adjusting tracks, or repairing/replacing an electric opener — do not alter the structural opening and generally do not require a building permit.

Replacing a complete garage door, however, requires a building permit in both the City of Charleston (via the Residential Window and/or Door Replacement permit application) and Charleston County (via Building Inspection Services). Charleston County's Windows and Doors Form requires submitting manufacturer documentation before permit issuance showing the positive and negative design pressure (DP) ratings for every exterior door opening.

{'Specifically, Charleston County inspection rules require replacement garage doors to be tested in accordance with ASTM E330 or ANSI/DASMA 108 and to carry a permanent manufacturer label affixed to the door that identifies': '(1) the door manufacturer, (2) the door model and series number, (3) the positive and negative design wind pressure rating (in pounds per square foot, psf), (4) the installation instruction drawing reference, and (5) the applicable test standard. Inspectors verify this label and the installed wind-load reinforcement struts, heavy-gauge track brackets, and jamb fasteners at final inspection.'}

Historic districts and City of Charleston Board of Architectural Review (BAR) approval

For homes inside the City of Charleston's historic overlay zones — the Old and Historic District, the Old City District, or the Historic Corridor District — replacing a garage or carriage-house door that is visible from any public street, lane, or right-of-way triggers architectural review in addition to the Building Inspections permit.

Established in 1931 and assisted by the City's Preservation Division (843-724-3765, charleston-sc.gov/bar), the Board of Architectural Review (BAR-S for properties under 10,000 square feet; BAR-L for projects over 10,000 square feet) evaluates visible exterior door replacements based on the building's age, architectural rating, visibility from the public right-of-way, and material authenticity. Many like-for-like or minor residential door submittals are reviewed at the Preservation staff level, while changes in door style, material, or opening dimensions may require a formal BAR-S hearing. Always secure BAR/Preservation staff sign-off before ordering custom carriage-house doors or submitting for the building permit.
